New Requirements for Fireproofing of Electronics – Draft by China’s Ministry of Public Security

China’s fire prevention authorities, part of the Ministry of Public Security (MPS), have been drafting a new set of fireproofing requirements for any electronic products imported and sold in the China market and installed in buildings. Although several mechanisms are in place to enforce this new standard, it has not as yet been decided upon whether it will be enforced through China Compulsory Certification (CCC) or the building fire inspections by local authorities, which so far have proven a quite difficult process.

Up until the discussion on Fireproof Requirements for Electronic Products, only products with specific fire prevention applications, incl. hoses, pumps, extinguishers and alarm management, needed fireproof testing and conformity assessment. Concerning market access requirements, fireproofing so far has been a very unexploited area for the ICT Industry.

Therefore the following questions remain to be clarified: Who is mainly responsible for this regulatory regime, and do they have the necessary resources to properly implement the regulation? In this particular case, the centrally run China fire prevention authorities, part of the Ministry of Public Security, are in the position and possess the mandate to pass and enforce the standard.

Secondly, where and with which parties are these regulations being discussed? The leading force in this case is the National Fire Safety Standards Technical Committee (NFSSTC), which, in ICT Industry circles, is a quite unknown capacity and with no voting members from ICT Industry side.

Even though quite a number of points remain unclear, fireproofing will become a capacity in China’s market access regulatory framework.

CQC Publishes Revised Voluntary Certification Rules for Household Range Hoods

The China Quality Certification Center (CQC) has issued a notification of the revised certification rules for voluntary energy-saving and environmental protection certification rules of household range hoods. The amendments to the certification rules are available can be downloaded under the notification number [CQC61-448151-2012]. These new certification rules replace the former version issued in 2009 under the following number [CQC61-448151-2009]. The amended version of the certification rules can now be downloaded from the CQC Website.

CNCA publishes notice on revised and new standards on products on automobile and auto parts

The following 10 revised standards will be implemented into CCC scheme for products on automobile and auto parts:
- Motor vehicles-windshield demisting and defrosting systems-performance requirements and test methods
- Strength requirement and test of automobile seats head restraints
- External projections of passenger car
- Internal projections of passenger car
- Brake hose-structure, performance and test methods
- Lead-acid battery electric road vehicles
- Auto care wheel plate
- The stipulation protecting drivers from Beijing injured by motor vehicle steering mechanism
- Motor vehicles-hood latch system
- Limits and measurement methods- radio disturbance characteristics on vehicles, boats and internal combustion engine driven devices

There are 13 new standards will be implemented into CCC scheme for products on automobile and auto parts.
- Roof Crush resistance of passenger cars
- Static roll stability test method for motor vehicles
- The maker for school bus
- The strength of seats and their anchorages of special school bus for school children
- Safety technical requirement of special primary school bus
- Rear-marking plates for vehicles and their trailers
- Automotive headlamps with LED light source and/or LED module
- Electric vehicles-windshield demisters and defrosters system-performance requirements and test methods
- Fuel cell electric vehicles: safety requirements
- Electric vehicles: symbols controls, indicators and tell-tall
- Front under run protective requirements for commercial vehicle
- The protection of the occupants of the cab of a commercial vehicle
- Electric vehicle conductive charging system- general requirement

Notice of energy-saving certification for commercial induction cookers

CQC has released a notice that commercial induction cooker products can now obtain the voluntary energy saving certification (as opposed to household induction cookers which are subject to compulsory CCC testing and certification). The relevant requirements are detailed in the regulation CQC31-448184-2011 and the relevant standard is SB/T10548-2009 “Commercial induction cooker”. CQC has begun accepting applications for the commercial induction cookers energy saving certification

Notice of energy regulator standards conversion for household automatic controllers, timers, and pressure-sensitive electronic automatic controller

Standards on household and similar electrical automatic controllers GB14536.7-2010, GB14536.8-2010 and GB14536.12-2010 have been released to replace the previous versions GB14536.7-1996 , GB14536.8-1996 and GB14536.12-1996. Certificate holders of the latter should ensure conversion of their certificate by September 1^st , after which old certificates will be suspended.

CNCA: mobile terminals module now require CCC certification

CNCA issued on July 22^nd a notice on compulsory CCC certification for mobile user terminals using GSM (GPRS), CDMA, TD-CDMA, WCDMA and CDMA2000. If the module can be separated from the product, the module can be individually certified. This announcement extends the certification and required testing that was applicable to mobile phones and laptops to all products that include a telecommunication module and that can access public telecommunication networks.

CNCA revises implementation rules for compulsory certification of welding machines

On July 1^st, CNCA has published a notice on the revision of the implementation rules for compulsory certification of welding machines. The revised rules will be implemented from January 1^st 2012 onwards. Existing certifications do not need to be upgraded.

CNCA announces conditions for activity of certification bodies active with fire and medical device products

CNCA has tightened the conditions allowing certification bodies and affiliated laboratories dealing with fire and medical devices to exercise.

Laboratories should comply with a number of criteria, including substantial experience in testing, insurances of impartiality and independence, and similar qualities and commitment to be demonstrated by their inspectors. Some of the criteria are likely to affect the experience of the clients with the laboratories.

MOH issues seven mandatory standards, two recommended standards for health industry

The Ministry of Health has announced that it will issue seven mandatory standards, two recommended standards for health industry. Any producer of medical devices relating to the fields covered by the mandatory standards below should obtain a copy of the latter and comply to the related requirements.

The standards are the following:

Mandatory industry standards:

- WS 354-2011 Artificial disc replacement surgery between cervical

- WS 329-2011 Anesthesia record sheet

- WS 330-2011 Polycystic ovary syndrome

- WS 331-2011 Diagnosis of gestational diabetes

- WS 332-2011 Diagnosis of acute appendicitis

- WS 333-2011 Diagnosis of pancreatic cancer

- WS 334-2011 Cervical cancer diagnosis

Recommended industry standards:

- WS / T 335-2011 Artificial hip and knee replacement surgery

- WS / T 336-2011 Diagnosis of prostate cancer

Those standards will be implemented from December 1^st, 2011 onwards.
