Network Access License: NAL

The Network Access License’s (NAL) main purpose is to ensure network compatibility between equipment and the mobile communication network.

‘The First Catalogue of Telecommunications Equipment for the Implementation of the NAL System’ includes 28 products divided into 3 main categories:

  1. Telecoms terminal equipment (e.g. cordless phones, fax machines, and cellular phones);
  2. Radio communications equipment (e.g. GSM mobile communications base stations);
  3. Networks interconnection (e.g. ADSL modems, automated teller machines, and routers).

The license is issued by the Telecoms Administration Bureau of the Ministry of Industry and Information Technology of the PRC (MIIT), and applications are processed by its Telecoms Equipment Certification Centre.

The length of time required to obtain an NAL varies according to the product for which the license is sought. Based on current regulations, it usually takes 20 days for testing and 60 days for processing an application. Nevertheless, for some products it may take longer.
